How is a sales proposal different from a quote?

Freelancers who send quotes when a proposal was needed lose to freelancers who understood the problem.
How many proposals should a small agency send a month?
Fewer than it thinks, and better ones. A studio sending twenty proposals and winning three is spending most of its selling time on people who were never going to buy.
