A sales proposal from a freelancer or a small agency is a document that asks a client to buy a piece of work, and the reason most of them are ignored is that they are about the seller. Writing one well means starting from the client's problem, offering a small number of priced options, explaining plainly which one you recommend and why, and finishing with exactly what happens when they say yes. State the problem better than the client did
Write the first page from your notes of the conversation: what is wrong, what it is costing, what they have tried and what done would look like. Use their words where you can. This is the only section that is written fresh every time and it is the section that wins, because a client who sees their problem understood assumes the solution is too.
Offer options, recommend one
Two or three priced options give the client a choice within your proposal rather than between you and someone else. Price them from one rate and one base scope so the differences are honest, then say which one you recommend and why in a sentence. Make the price a schedule and end with the next step
Present the price with its deposit, milestone and balance and the dates each is due, so the client knows what saying yes costs this month rather than in total. How long should a sales proposal be?
Long enough to answer the client's questions and no longer. Most freelance and small agency proposals fit in a few pages. Length signals effort to the writer and reads as evasion to the client, who is looking for the problem statement, the options and the price.
Should a sales proposal include a deposit?

What is the difference between a proposal and a quote?
A quote is a price for a scope the client already defined. A proposal defines the scope, argues for it and prices it. If the client has sent a specification, send a quote or a bid; if they have sent a problem, send a proposal.
